I understand your frustration, so let's see what we can find.
Are you using the same Dropbox app version on both your devices and which version would that be?
What are your iOS and iPadOS versions?
Also, we appreciate your feedback about the uninstall-reinstall suggestion, however, as this is a really basic troubleshooting step for any issue, can you let me know if you've tried it at any point? And if so, did it help?
