Can't pay with VISA card

I can not pay for a subscription with a VISA card of a Tajikistan bank, it says "You are not allowed to make this purchase". Please tell me how to pay?

The credit card is new, payment for other services is not yet required. Browser and computers changed.

Can you also open an incognito window on your web browser, as a test, and let me know if that works for you? 

 

Have you, by any chance, contacted your bank about this in the meantime to see if there could be any kind of issue with your payment method?
