Dropbox mobile app is in Dutch, even though the settings are set to English.

That's an odd behavior you have going on there.
You mentioned you've already tried uninstalling the app, but here's what I'd like for you to try.
Access the app, and then click your "Account" tab. Once there click the gear icon on the top right part of the page, and scroll down to the bottom. Under "Privacy" the second option that you see should be the clear cache.
If you could go ahead and do that before uninstalling the app once again, that'd be great. While the app is removed, please restart your phone. After that feel free to reinstall the app, and let me know if you notice the same behavior there.
