I tried the steps you mentioned and unfortunately it didn't make a difference. There was a brief moment when my Dropbox app was restarting after I had switched it from 'admin only' to 'everyone' . It got me excited but after it was done restarting it went back to removing top-level permissions on the admin account on the mac Dropbox app.
Here is the my dropbox version: Dropbox 221.4.5365.
Also, here is my Mac OS details:
-Chip: Apple M1. macOS: Sequoia 15.3.2.
