I can only access the Dropbox website when using a VPN; why?

Hello, I have a big problem I can't have acess to your dropbox website. I have a brand new PC with windows 11. And in my old one its works, and to get acess in new one I need VPN. 

Error: NET::ERR_CERT_COMMON_NAME_INVALID

Something on your computer or network is likely blocking access to Dropbox. Disable any antivirus or firewall you're running and try again.

I have tryed everything, I'm trying for 4 days. Already disabled firewall, antivirus, tryed clean cache, only way is VPN.
Tryed diffrent browsers. I don't know why!
