Can’t upload docs/files to webpage on Mac

I’m trying to drag and drop from desktop onto webpage but it simply opens the doc instead of uploading. I also tried the upload button and I select the document and then nothing happens. No error message given. Can someone give some assistance?

    If you try this from a completely different browser, what do you see?

     

    Does the upload button also not work on the private browsing window?
