Requesting signatures from two people with one email address

I need to send a document for signature by an individual, but his signature must be witnessed.  The difficulty is the witness does not have an email address to send it to just the original signer.  How do I send the document to the original signer's email address, but have both the signer and the witness sign the document.

From a legal standpoint I dont think this would stand up to scrutiny - because there is no proof that person 2 has done anything if its the same email used.
