For the last two months I’ve been getting the following error: “Someone has encrypted this workbook, so we're unable to upload your changes. To avoid losing them, save a copy and add them later if you have permission". The file is a shared encrypted excel worksheet. It’s shared between a PC and my iPad. The error message only shows in my iPad. Any suggestions? Thanks!

Sounds to me like the iPad isnt capable of opening and decrypting the file.

That’s odd cause when I click “open with excel” it does open, it asks for the password and opens correctly, it just give me the error and shows me an old version of the file, not the one edited in the PC.
When I try to preview it from the browser it says “the file is password-protected” and i have to open it with excel. I’ll attach screenshots trying to open it from the browser and from the app. Thanks so much.
