I am trying to download a photo file shared with me in Dropbox. My account says 0 of 2GB storage being used. When I try to go to the file I receive a message that storage is full. Does this mean the file is bigger than 2GB?

How was the folder shared? Did the owner send you an invitation email, inviting you to the folder?
If that's the case, and the folder is larger than 2 GB, you won't be able to add it to your account, as you also need enough space for it.
If you only need to download the folder, ask the owner to share a view-only shared link instead.
