Distorted video

I did the video on my phone a few years ago and I did post it to Facebook. Recently it came up and one of the friends in the video sent it to me and it was distorted. I tried all I could think of to try to get it to go back to original, but nothing worked. I put it here on Dropbox and it is still distorted and I don't know how to fix it. Or if it can be fixed.

HI BG2017, there may be some other apps or services that might be able to assist on this matter. Dropbox doesn't have any specialist apps to assist with distorted videos.
