Distorted video

I did the video on my phone a few years ago and I did post it to Facebook. Recently it came up and one of the friends in the video sent it to me and it was distorted. I tried all I could think of to try to get it to go back to original, but nothing worked. I put it here on Dropbox and it is still distorted and I don't know how to fix it. Or if it can be fixed.
