PSD File exists but won't open, and has an iCloud error

  My PSD file will not open. Says "iCloud files can't currently be previewed" I want to download and open in Photoshop. I have a full folder of files that register with full file information like...

It looks like the size on disk is 4 KB, meaning the file is marked as online-only.

 

Could you try marking it as available offline and then try opening it again?
