How to restore Backup files?
Wow, just wow.
So many moving parts.
My hard drive failed last week. I had Dropbox backing up my files so no worries, right? Except I can’t restore my backup files. Only Dropbox-stored files ...

It sounds like you've enabled the computer backup feature. When you say that you can't restore these files, can you let me know the steps you've followed on your end?
Could you try disabling the Backup feature by following these steps and choose the option to 'Keep content in folders on this Mac' if you haven't already?
