Can't share any folders or files

I'm using Chrome browser, but fwiw my Android phone app is v.446.2.4. I'm most interested in getting sharing via browser sorted out, but fwiw I'm likewise having no luck sharing from the phone app either

Question or Issue
I have had my Basic (free plan) Dropbox account for more than ten years. Only rarely have I needed to share files or folders, but in the past I've successfully created links so specific folders could be viewed by another party without any issues. But if it matters, it's been several years since I shared that link, and only rarely along the way was that person needing to access it. That party reports that link no longer works, but even if it did work, I'd be deleting it anyway. Suffice to say, that old now nonworking public link is irrelevant. Now, I'm trying to start fresh with a new view-only link that only one party can access.
If it matters, I've changed computers that sync with the Dropbox cloud a few times over the years, and each time I've successfully set up the new device to sync. And no issues at all with syncing with my current advice. I set up Dropbox on this Lenovo device several months ago and have had zero issues.
Currently, I'm trying to prepare/share a Dropbox link to enable that same party to view-only the very small pdf files in a folder. From what I can tell, Dropbox security rules may have changed for shares in the past ten years. For instance, I'm pretty sure my party didn't need to have their own Dropbox account login to be able to view the contents from a link I shared back then. Regardless, today I don't want to share a wide open public link with them. My goal is to share a link that only they can open. And from what I gather, for that to happen, my other party needs to have a Dropbox login associated with the email I'll be sending the link to. No worries, I'm having them set up their login/pw so they'll be all ready to field the link that I'll send them. But now I see no way to create said link to share.
From all I've read, it looks like my entire account has been blocked from sharing, for every file or folder I try results in some sort of failure. Since I'm a Basic user, I cannot even get to Dropbox Support to report this so they can investigate, so I hope someone here can help me sort this out!
I'm 99% positive all the files in the folder in question aren't compromised in any way. I've got plenty of capacity in my Dropbox. Other than random daily syncs of very few small file updates, I haven't burdened Dropbox's bandwidth.
I'll try to describe what happens when I attempt to set up a share (view only)...
In Dropbox account Settings, under Sharing I have defaults set for 'only people invited' and 'can view'.
When I hover over the folder I want to share and go to the 3 dots for More, with Manage Permissions I first click the link for viewing gear. When I click the link to create link, I get warning box with "Can’t share file Error in call to API function /2/sharing/alpha/create_shared_link_with_settings: We’ve interrupted your sharing activity because your files might contain phishing content."
I've verified all files are phishing-free. Plus I see this regardless of the folder I try this on. And there's just no way that every file I have is somehow tagged as a phishing file.
Back to hovering and doing 3 dots... With Share, Share with Dropbox, I get a popup that says "Couldn’t complete share We’ve interrupted your sharing activity. For details or to contact support, read..." Again, I've vetted my files plus I cannot reach Dropbox Support because I'm on the Basic plan.
I've looked all over my laptop just to make sure I don't have something that might be causing a conflict with Dropbox, and I come up with nothing. Since it seems I get these symptoms for every folder and file I try, I'm convinced my account must be overall locked out or whatnot. Plus with all the attempts, I'm sure all those tries just keep it locked up.
Can someone please give me some ideas on how to get this situation corrected? Frankly, the content I need to share is becoming a time-sensitive situation for us. Plus I want to fix this Sharing thing for future use. I'd much more be using Dropbox for more than just syncing files to cloud backup if I could at least do basic tasks like Sharing.

Hey there Theresa!
While it's admittedly no fave, all along as a user I've valued the seamless syncing experience, so that's probably been top on my list until now. That said, now that I've had a chance to use the Sharing functionality (to give key parties view-only access of certain things they need to see), I'm a fan of that experience. It's quite intuitive and frankly seems more intuitive than what I remember when I first shared files years ago. (I got my login many years ago. It was great then, and to no surprise, a lot of improvements have been made along the way.) This recent episode has given me a good reason to take an even harder look at what features are available via Dropbox and explore them. Thanks for asking, and props to Walter once again. You guys rock 🙌

Hey Walter, just circling back. Thanks for looping me into the dialogue I had with Support team shortly afterward.
I won't bore you with the details, but suffice to say, the problem got identified, the issue got resolved, I'm able to share again, and we've closed that ticket. Mad props to you for making this happen. Very impressed and enormously thankful to all involved!
