Has file/folder sharing been completely removed from Dropbox?

It is directly exportable. It's just located under the option to save to the device.

Yes. On Android select Share, then Export and select the app you want to export the file to, such as an email app to send the file as an attachment. On iOS select Save to device, then select your app.

You can still share your files and folders with Dropbox, and there are several ways to go about it. You can read and choose the best way to share your content here.
