What you're looking for are the Selective Sync settings. You can access Selective Sync from the Preferences menu in the Dropbox application.

Make sure you're clicking the correct icon. If you're just using the one on your Start menu, all that does is open the Dropbox folder if the application is already running.
You need to click the small Dropbox icon in your system tray (near the clock). This screenshot is from Windows 10 but the principle is the same.

This refers to making files Online-only or Available offline (i.e. stored in the cloud or locally). Files that are Online-only will still appear on your computer but they don't take up space. When you access an Online-only file, Dropbox will download it to your computer temporarily so you can open it.
If you want a file to remain on your computer, you can right-click it and select Make available offline. You can also select Make online-only to make an Offline file Online-only.
