I can't change the Dropbox folder location on Windows; it keeps reverting to the C drive.

Can you please clarify the Dropbox desktop app's status and version as shown in your taskbar?
Have you tried signing out from your account through the app's preferences and then back in again and moving your Dropbox folder anew?
