I can't make files available offline as I have no context menu items in Windows

As you've stated that this is a company-managed device, and that you don't have administrative access to the machine, this is likely to be the issue, as mentioned in this article.
Essentially, if the Dropbox desktop application is installed without admin privileges, you won't have any sync icons or context menu items in the Dropbox folder, and more features might be disabled.
Could you try contacting your IT team to see if they are able to install the desktop app for you as an admin to attempt to resolve this issue?
