As a first step, can you clarify the exact OS version that you use on your Windows device?
While we're at it, can you also share with me the app's current syncing status, and version? You can find this by hovering your mouse over the little Dropbox icon in your taskbar, next to your WiFi.
When did this behavior first start?
Let me know more, and we'll take it from there!

It says "Your Files are up to date". But as I stated in my original post, they're all set to be on the server only and not available offline, so that's meaningless - they haven't synced to my computer, despite what the syncing status says."and version?"
As I mentioned in my original post, I reinstalled it yesterday so by definition, I have the latest version. But it's 228.4.5567."When did this behavior first start? "
As I mentioned in my original post, it started as soon as I uninstalled and then reinstalled Dropbox for Windows yesterday.
