Sharing a read-only folder with somebody on a free account is not possible
I could not really believe that it is apparently not possible to share a folder with somebody who is on a free account and where the folder is bigger than their allowed quota when trying to share dir...

When sharing a link, the other person can view and download the content of the link without having to add it directly to their Dropbox account.
That's why their quota is intact. Of course, they can't make any edits, add content or remove it.
Essentially, when sharing a folder by adding someone to be a member on the folder you're letting them have an exact copy of the same folder inside their account. This is why they require to have the necessary quota to add it there.
