Can you double check the version that you have installed, please? I ask because the latest stable version is 219.4.4463, and the versions you mentioned are from 10 and 11 months ago, respectively.
If you don't have version 219.4.4463 installed, I would suggest downloading the offline installer from the following link and see if that corrects the issue.

Can you clarify the current syncing status and app version of your Dropbox app? Is your Dropbox app still running the 199.4.6287 version, or have you updated it to a different one in the meantime?
What other steps have you tried so far to fix the issue?
Finally, you mention both Windows 10 and 11; is this happening on two separate devices?
