VDI sync isses with Dropbox

We have recently implemented VDI in our organization and setup Dropbox on my instance for use.  When I sync'd my files and folders the names of them sync'd over but the files themselves did not sync.  The Dropbox sync notifications says there are no issues and that files are up to date.  I see my folders/files in File Explorer in Windows but when I try to open them I get errors similar to files not found or that they are corrupted.

Any suggestions?

Have you tried to mark a file as Available offline and then open it?
