250MB Promo - Not working after I completed steps.

That sounds like the bonus earned for completing the Getting Started steps when you first create an account. As you've had your account for over a decade, and it's already more than the default 2GB, you likely already completed those steps and earned the bonus.

 

Go to your Referrals page and expand the Other ways you've earned section until you reach the beginning for your account. You'll probably see the 250MB bonus there already. Assuming that's the case, you may not be eligible to earn it again as each bonus type can only be earned once.
