Deleted a shared folder but storage not freed up. Why?

I deleted a shared folder (I was the owner of the folder and thus sharer)  a while back (the deleted files area is empty) but only recently realized it's counting that folder and the content of it against my storage cap.  I didn't delete the files within the folder when I deleted the folder and can't figure how to either fully delete those files or restore the link to the folder.

Or am I just going to be effectively having a chunk of my storage limit permanently lost?

Deleted files do not use up the space on your account. So as long as the file is not showing at www.dropbox.com/home it isnt in the account and isnt using quota.

What you may have done though is set up Backups: www.dropbox.com/backups which use quota
