Dropbox says my account is full, but I'm only using 8 out of 18GB.

I have a free account with Dropbox for many years and have earned 18 GB of space by referring others over the years.
Currently Dropbox has locked my account saying it is Full, and to Upgrade ...

I deleted the folders online from Dropbox in the incognito window. I then closed my desktop and waited a couple of hours. Now when I go back in, the correct usage seems to be showing.
Problem solved.

Have you checked your Backups page here to make sure there are no backups taking up the extra space on your Dropbox account?
Other than that, I’d also suggest looking at your Shared tab here; you may be part of a shared folder that’s taking up your space instead.
If none of the above suggestions help though, I’d like you to send me a screenshot of what you see on your Plan tab.
