The Manage hard drive space option only shows you the space of your hard drive; not the space in your account. It's showing that you have a 2TB hard drive. Upgrading doesn't increase how much you can store on your drive. It only increases how much you can store in your account.
If you go into Preferences and click on Accounts it will show you the space available in your Dropbox account.
