Why are some files in the admin account on my Windows computer as well as the non-admin account?

Running windows 10. In my non-admin account, (let's call it "Anthony"), I have 29GB of files in the dropbox folder. In the Admin account, I don't use the dropbox location, but under the dropbox folde...

The 2 files are less than 250Kb altogether so I'm not sure it is a size limit. 
It's not letting me post the links, it gives the error:

Content Not Published
Your post contains invalid HTML. Remove the following invalid tags before publishing: a, a (class)

I don't understand how there is not an effective support mechanism. It's been more than a week, links and small files cannot be uploaded and I've had no meaningful response to my issue. This is very frustrating.
