I can't open my desktop app settings, so that I can move my Dropbox folder to an external drive.

This has been happening since my last computer... What I would like to do is sync my dropbox to save to my external drive; however, I cannot access the dropbox app to go to sync settings and trying...

When I click to open the dropbox app, nothing at all happens at all. I also can't access the version information when I right click on anything as the app itself doesn't open. My previous computer had an icon that would float and while this one is pinned to the taskbar start menu, it does nothing and isn't in the other location it used ot be alongside my audio and power settings

I also tried attaching the photo here and it wouldn't let me, so here is a dropbox link to it, lol
