Unable to fully uninstall or reinstall on Windows 11. Error 0x800b0003.
I just set up a new Windows 11 Pro desktop (Dell). The current situation is that when I try to reinstall Dropbox, I get the error "Dropbox update installation failed with error 0x800b0003.".

Thank you, Megan. I got it sorted last night. It took A LOT of searching and experimenting. The step that seemed to fix things was: Settings | System | Recovery | Fix Problems using Windows Update (Click the "Reinstall now" button).
It appears that this reinstalled the most recent version of Windows as an update. It didn't delete any of my apps, data, or other settings. It took about an hour, with a couple of restarts. After this, I was able to install Dropbox.
Be aware that I had deleted most registry keys associated with Dropbox before this. I even used Revo Uninstaller, the paid version ($12.47), to get rid of keys I hadn't found on my own, via its Force Uninstall option. That finally led to Dropbox not being listed under Installed apps, but I was still getting the 0x800b0003 error. Thus, I give credit to "Reinstall now:.

I can tell you that the error you mentioned isn't coming directly from Dropbox, but from Microsoft.
I did some research online, and found this relevant article. You might want to take a look, and see if it helps at all.
You mentioned that the app seems to still be installed on the device. Have you tried opening it by any chance? If so, do you get any errors?
As for uninstalling the app, would you mind trying the steps shown here too?
