How are you emailing them? You need to open a ticket. Simply sending an email won't work until you have a ticket open. Visit the Support page while you're NOT signed in to a Dropbox account, including these forums, and you'll see an option for Billing issues. It's best to use an Incognito or Private browsing session to make sure you're not signed in.
The cancellation instructions do not work (i.e., under "Settings" I do not have a "plan" option to press "cancel" on.)
You won't see the option to cancel if the account you're signed in to isn't a paid account. What plan does it show on your Plan page? If it says Basic, then you're being charged for a different account than the one you're currently signed in to. Use the credit card charge lookup tool to identify the account that you're being charged for, then sign in to that account and cancel it.
