There is no email or phone number. You need to submit a ticket through the Support system.
Visit the Support page while you're NOT signed in to a Dropbox account, including these forums, and you'll see an option for Billing issues. It's best to use an Incognito or Private browsing session to make sure you're not signed in.

How did you contact them? If you submitted a ticket you would have received a ticket number via email. Reply here with your ticket number and a Dropboxer may be able to check the status of your ticket. If you haven't gone through the Support system yet, that's your next step.
