How can I link two Dropbox accounts to my desktop app and use selective sync for both?
I have 2 Dropbox accounts I use regularly. The Desktop icon only shows one of them, so I can only use selective sync for it.
How can I change the Desktop icon to point to the whichever account I want to set selective sync for?

Are these both personal accounts? If so, that's not possible. Dropbox will only sync one personal account to your computer.
If one account is personal and the other is a paid Business team account, you can link the accounts so they both sync to the computer, and both would have their own Selective Sync settings.
You cannot link two personal accounts or two Business accounts.

I guess this is a change because I used to be able to. (Another $ grab I presume.).
So now I have a question. The desktop ICON is currently showing me the link to the account that I care least about being able to change the selective syncs. How can I get it changed to show me the one that I want to be able to sync?

Hey DonnetteDillon, I hope you're doing well!
To make sure we're on the same page here, it sounds like you want to change the account that's currently syncing to your device, right? If not, feel free to clarify.
In order to achieve that you'd need to sign out of the app, and then sign back in with the Dropbox account that you want to use.
One tip that you need to keep in mind: make sure that you're signed into the same account on the website too, before trying to sign into the app.
Let me know how things turn out!

You've never, ever been able to unless one was a paid for Business account - its a very very common complaint from when Dropbox first allowed this.
