Question or Issue
I already have access to two Family Plans, each with different logins. Can I have two Family Plans & have those files on my desktop hard drive. Now I have one plan on my hard drive, but I only access the second plan on dropbox website.

No, that's not possible with the Dropbox app. You can only link one personal and one Business account. You can't link two personal accounts.
Another option would be to use a third-party application like Cyberduck or Mountain Duck. Cyberduck is a storage browser that connects directly to your account, and Mountain Duck allows you to mount your Dropbox account as a drive in Finder and Explorer.
