Hi CcummingsDT, do you have any other cloud services running on your machine, such as OneDrive?
If so, could you temporarily quit them to see if the Dropbox sync icons appear on the files?

Oh, and the mouseover text on the system Tray icon says "up to date"

You nailed it on the head, Jay!
I see the X is actually Windows trying to get in on Dropbox's business. I completely uninstalled One Drive and Dropbox is back to its old self, syncing immediately and updating all of its various icons. So not only the visible stuff, the underlying customized rsync engine, too!
Goodbye to One Drive on all my PCs. I feel this is resolved.
