Cannot select Add Security key

Question

I am trying to set up 2 factor auth with a security key.

The instructions, #5 Under Two-step verification, click Add next to Security keys.

[avatar>settings>security tab>two-step verification]

I have no option to do that. "Security Keys" is not anywhere to be found.
