Set up issues says "Create Account Failed; Sorry, an error occured plese try again later"

My company is going to tablets in the field (ipad) and we have set up individual gmail accounts (new) and are setting them up with dropbox. We have started with 10, but three of them are...

Hi mquattro, thanks for your patience!
It looks like you hit our account creation limit in a day. You should now, that's been 7 days since you last contacted us, be able to continue to create them normally, however, if you are in a hurry again in the future, you can try switching to 5G on their phones (or tablets). Or you can also use another trustworthy IP address to create new accounts.
Keep in mind that we take this action to ensure our user's account security.

Do you mind uploading a screenshot of the specific error you keep receiving?
Does this occur on multiple web browsers/incognito window?

Hi,
I can't actually put in the screen shot, so I had to take a picture and the jpeg is too large. All I can do is describe it, as it happens during the set up page and gives that exact error. It lets me go no farther, but those are the words it gives. What I don't understand is the "try again later", so it isn't invalidating the email address or anything else and this was not an issue for the other 7 ipads. If you really need the screen shot I can see if I can shrink it down, but as of right now it won't let me insert it.
