I have a free account.  I want to share a link to a folder.  Dropbox allows me to create the share link.  When I send the link to a friend, he gets the message  

You don't have access
You can ask the person who shared the link to invite you directly.

 

Does the other person need to have a dropbox account?

 I simply want to share documents in the folder "view only" mode.

Do I need a paid dropbox account to send "view only" folder links?

What is the minimum paid account that will allow me to send view-only links?

You don't have access?

You don't need a paid account and the recipient doesn't need an account at all. You're likely creating an Edit link. Make sure you're creating a view-only link.
