My clients are accessing a fillable form on Dropbox and saving it to a separate folder. Is there a way to restrict those who save a folder so that others, who also save to this folder, can't read one another's forms?
Then no, if its saved to a separate folder they'll all have access to it I'm afraid.
One way of doing it would be to fill the form in and then send you the file via Requests instead?

Is it a Shared folder in their own Dropbox accounts? If so, no, thats not possible. However, if you explain the whole process a tad more we may be able to give a bit of a work around for you

Yes, there are two shared folders. One has a fillable form which about 35 people/organizations complete once each year and then save the form in a second folder, one for each year.
Then no, if its saved to a separate folder they'll all have access to it I'm afraid.
One way of doing it would be to fill the form in and then send you the file via Requests instead?
