I have free drop box account (2.3GB). I use approximately 1.6GD. I connected sharing folder from other payment account with 20GB data. Now I can see that my account store 21.6 GB. But in fact 20GD is stored on another account. What is wrong? What I have to do?

The data is stored in every account that is a member of the shared folder. You need enough available space in your own account to hold the full content of the shared folder.
