IPadOS iOS 13 and Dropbox app - returning to the app from the dock

Am I missing something here? If I launch the Dropbox app and use it then close it, the icon resides in the live side of the iPad dock. You should be able to tap that icon and relaunch the already active app. All other apps work this way but not Dropbox it seems now. Instead I have to drag finger up from bottom of the screen to show all active apps and then get back into Dropbox that way. 
I would appreciate it if anyone can provide an answer or share if they have the same issue.

2 deletions and reinstalls and a hard reset later and it works again! ;-/

I'm not seeing this issue. After opening and then closing the Dropbox app, its icon is in the Recent Apps side of the dock. Tapping that icon re-opens Dropbox without a problem.

and what is the version of ipadOS that you are using please?

I tested on both 13.1 and 13.1.1.

I had a problem opening from Dropbox with both new 13 versions. The hard restart fixed it for me.
