How do I file a support ticket to get access to the account of a dead relative?

How do I file a support ticket to access the account of a dead relative? The support page here says to "create a support ticket" and provides a link to a web page with help information. Notably, it doesn't contain an option to file a support ticket. The chatbox tells me that additional support options may be available with a different plan, but I don't want a plan. I don't want to be a customer. I want to access the account of someone else who is/was a user.
