I can't scroll down through my files
I am unable to scroll down through my files.

In that case, have you ensured that you're using the latest stable version of Safari Clzufall?
Since you didn't get any different results after clearing the browser's cache and on a private browsing window, there might be a pending update on your browser that's essential for all the visual elements of our website to load normally.
That said, I'm glad it seems to be working just fine on other browsers, like Chrome for example.

When I go to dropbox.com and try to scroll down to view my folders, the scroll bar barely moves and then pops back to the top. I have not had this problem in the past and have not updated anything on my MacBook pro. I am using Safari, 10.12.6 (Sierra) which I have always used. Again, no updates, etc. to any software. Why is this happening and how can that be fixed?

Could you try switching browsers to see if this helps?
Otherwise, use incognito/private browsing mode without any extensions running, clearing your cache and even resetting your browser entirely.

I am actually having the SAME issue and private browsing does NOT work. This is HORRIBLE>
