How can I sync files with Dropbox from one Windows computer to another?

I uninstall-reboot and re-install....!
Now what I have is the screen below and when I click open Dropbox nothing happens....!
Not sure what to do next...!

Now that you reinstalled the Dropbox app, there is a small Dropbox icon at the bottom right of your screen on your system tray.
I can see it in your screenshot, next to the computer's language and the WiFi icon.
Can you hover over it with your mouse and let us know what you see?

Here is what is coming up: (Note: It DB says the files are updated, but when looking at a particular file, it is not updated....I have a feeling that source and target files are not where I think they should be....I need to dig into the problem, and try to make sense of what I am looking at,,,,!). Hey @Habsfan, you can see all the ways to learn more about Dropbox here.
Now, keep in mind that when you install the app on the device, a Dropbox folder will be created inside your File Explorer.
That folder will be a mirror of all the content you have inside your account online. If you add content in the folder, the changes should sync to your account online, and vice versa.
Is that how you add content locally? By adding it inside your Dropbox folder?
Also, is it possible that you're logged into two different Dropbox accounts: one online, and the other locally?
