The "make available offline" feature doesn't work on iPad

"Make available online" does not work with IPAD. What do I need to do?

Yes, I mean that my IPAD cannot make a file available offline.

I need help because previously I could mark a file available offline to use the file while not connected to the internet.

Now, this option is grayed out.
