Solved

My (free) Dropbox account appears to have lost its extra referral space.

I had 20 GB storage in the free plan due to past referrals. Suddenly I see I have only 2GB. Did dropbox changed the rules or is there something wrong with my specific account or plan?

Thanks. It showed in the syncing app along with explanation why the files are not synced. I quit the app and relaunched but it was still the same.
After seeing your message I again quit the app and relaunched it and now it show again that i have 25GB.
weird but thankfully solved. One file on my ipad is still not synced but I'll solve that also. maybe delete it and then upload again.
