Online vs offline storage with two computers
My storage space is full on one computer but not on another linked computer. How do I specify files as online only for the first computer and keep the files available offline on the second computer?

Setting files as online-only or available offline only applies to the computer where you made the change. It won't affect the files on your other computer.
