Fix actions overlay covering up comments in RTL languages

When commenting on a shared file, the comments are being overlayed by the action buttons on hover, so when hovering to resolve a comment you cant see if its the right comment. this is only an is...

Hi tadicami ,

 

In this case can you confirm if the overlay persists there despite you moving the mouse away from it ? 

 

We can then take it from there.

        nudging this thread as this problem is really frustrating but should be an easy fix? The UI is always half covering the selected comment meaning I can never fully read the comment of the timestamp I am on
