Windows 11 keeps asking permission to make changes

my pc asks permission to make chages at every file movement.  those notifications pile on the screen at each file created, deleted, etc. and i have to give ok to each one.

no camera button, no insert media button... 
i drag the file and it says "file not allowed"...
