Can not add people to Family plan, and the whole account acts weird.

It indeed sounds a bit odd. Let's check the subscription first. Where do you go to check your subscription? Is it to your account's plan page, and can you also send me a screenshot of what you see there?
Also, just to make sure we're on the same page here, are these the steps you follow, when trying to invite a new Family member to your account? Were you part of a Business team, before joining the Family plan by any chance?
If you could send me some visuals, that'd be amazing.
