Hi there, saad33 welcome to our Community! 

As the relevant Help Center article mentions here, if the Dropbox app wasn't pre-loaded on your device you might not be eligible for this promotion. That could be the culprit of this, but I'd like us to look into this.

Did you notice any pop-up windows related to any promotions at all -Dropbox or not- when setting up the device?

If not, then it might be wise to contact the seller of the laptop, or with HP directly too.
