If you upgraded directly on the Dropbox website, you will first need to cancel the subscription. You can do this by signing in at Dropbox.com, clicking your avatar, selecting Settings, then Billing, and choosing Cancel plan.
Your Plus plan will stay active until the end of the paid yearly period. Once the plan fully ends, you will then be able to remove your saved card details from the Billing section.
If the plan was purchased through a mobile app store, billing and card details must be managed directly through that app store, not from Dropbox.

If you don't have an option to cancel your Plus plan in your billing page, is it possible that you're on a Dropbox team plan trial with this account?
If that's the case, you'll first need to cancel that trial and then follow Dell's steps to cancel your Plus plan.
If this is not the case, I'd suggest reaching out to our support team to get direct assistance with your request.
